Proposition 1 would pay to install cameras for the city to spy on people downtown. The "shop the district" campaign is an initiative to increase consumerism in and further gentrify downtown Columbia. Combined with the parking fees and resulting ticketing revenues the city generates, these cameras would be just one more reason to "Shop the district." Together, these lead me to a conclusion as to why there is so much retail space up for rent in the downtown area.
